ALL STAKEHOLDERS TO ADDRESS LAW AND ORDER ISSUES | RABAUL PSC
The Rabaul Town Police Station Commander (PSC) Chief Sergeant John Hapot has urged all stakeholders and leaders to collaborate in combating law & order issues in Rabaul district following recent alarming crime rates.
The concerning call was mentioned by Chief Sergeant Hapot during the first District Law & Order Committee meeting at the District Headquarters in Kurakakaul, Rabaul.
When presenting his brief, Hapot also highlighted that the âpolice to citizens ratioâ is still lower than its required standard making it difficult for them to attend to all cases, clarifying that police manpower is still a major challenge.
He further said that they need to engage more qualified police reservists to assist them with the increasing law and order issues.
Meanwhile, Senior Provincial Magistrate Samuel Lavutul also present in the meeting stated they need clarification from the Commissioner of Police on whether the ban on engaging reservists has been lifted.
Lavutul noted an increase in summary offences in Rabaul district last year, emphasizing that the town and communities are no longer safe.
He encouraged the public to stay vigilant and help address law and order issues.
Lavatu mentioned that the East New Britain Provincial Law & Order Committee plans to conduct awareness programs in secondary schools next month and urged districts to support this initiative.
Meanwhile, Acting District Administrator Freddy Lemeki announced that Rabaul Page Park Market will close at 4.30 pm, and business houses will close at 5.30 pm.
He added that plans are in place to fence the market as a control measure from frequent fights.
Lemeki stated that there have not been recent town fights and commended the PSC and his team for their efforts in restoring and maintaining law and order in Rabaul district

POLICE MAINTAIN INVESTIGATIONS IN ALARMING NCD MURDER CASES
The National Capital District (NCD) Police officers have arrested three men allegedly involved in the rape and murder of the late Margaret Gamaru Gabriel on Saturday, 15, February 2025.
Police are working on the crime scene to confirm any possible leads that will connect the deceased and the suspects.
Police who were hard at work apprehended one of the suspects on Wednesday who had a necklace that witnesses identified that belonged to the late deceased.
Commander of National Capital District (NCD) and Central Provinces acting Assistant Commissioner of Police Benjamin Turi had also confirmed that police are also investigating the other murder cases reported in the command.
He said police investigators are trying their best to make sure that those involved in taking the lives of others must face justice.
According to Commander Turi, it is too soon for PNG to provide results to the public about the apprehension of suspects.
One way to fast track the apprehension of those suspects is to report to police where their whereabouts are.
He also noted an incident that happened where a suspect of murder surrendered to police but later escaped while in police custody.
Turi said the officers who were with the suspects are known, and he will deal with them accordingly.
He said police presence at the eviction site is for the security of those carrying out the eviction and to monitor possible suspects moving around that area.
He added the relatives of suspects involved in the rape and murder of the lady at Baruni do not help provide information to police, so police are trying their best to find those suspects involved.

Commander Turi said it is hard to deal with such serious cases and provide results as soon as possible because the people involved are also scared and will avoid the police. He said that as time goes by police will still catch up with them.
He said the public must also assist the police in providing information about possible suspects involved in committing any forms of crimes.
Commander Turi stated that results cannot be provided quickly as dealing with serious cases is challenging with suspect scared to cooperate with police.
However, he assured that the police will eventually catch them, emphasizing the importance of the public assisting to police by providing information about potential suspects or leads involved in crimes.

PM MARAPE TO STRENGTHEN TIES WITH SOLOMON ISLANDS
Ahead of his departure on Thursday, the Prime Minister James Marape reaffirmed the importance of his upcoming visit to the Solomon Islands after his visit to Australia, emphasizing regional cooperation, economic partnerships, and Pacific solidarity.
Prime Minister will travel to Solomon Islands following his schedules trip to Australia.
He departed for Australia from Port Moresby Jacksons International Airport on Thursday 20th February 2025.
The visit will include high-level discussions with Solomon Islands Prime Minister and participation in an important international conference.
The Prime Minister acknowledged that since taking office, he has not visited the Solomon Islands, making this trip an opportunity to strengthen diplomatic ties.
Key discussions will focus on trade, regional security, and collaboration in economic development.
As neighbouring Pacific nations, Papua New Guinea and the Solomon Islands share historical and cultural connections that underpin their strong bilateral relationship.
A significant aspect of the visit is Prime Minister Marapeâs participation in a major international meeting in Honiara, where leaders will discuss economic growth strategies and sustainable resource management.
Marape emphasized that a central topic will be the fishing industry, a critical economic sector for both PNG and the broader Pacific region.
Enhancing cooperation in this sector can bring economic benefits, job creation, and responsible resource management for Pacific nations.
Furthermore, Prime Minister also highlighted the importance of Pacific unity in addressing global and regional challenges.
Strengthening partnerships among Pacific Island nations is essential for long-term growth and stability.
Prime Minister Marape is expected to return to Papua New Guinea after a day.

PM VISITS AUSTRALIA TO STRENGTHEN ECONOMIC AND DEVELOPMENT TIES
Prime Minister (PM) has today outlined the key objectives of his visit to Australia before his departure, highlighting economic partnerships, national development, and sports diplomacy.
PM Marape will spend a day in Australia and continue his travel to Solomon Islands.
He made this this known as he departed today from Port Moresby Jackson's International Airport.
The visit will include engagements with key Australian leaders, financial institutions, and stakeholders who play a vital role in Papua New Guineaâs (PNG) development during the two days visit.
A major focus of his trip is a meeting with Australiaâs Governor-General and representatives from Westpac, one of the leading financial institutions.
These discussions aim to strengthen economic cooperation and explore investment opportunities that will support PNGâs economic growth and financial stability.
PM said by enhancing financial ties, the government seeks to create more business and employment opportunities for Papua New Guineans.
Additionally, Marape emphasized the significance of PNGâs inclusion in the National Rugby League (NRL), an initiative that extends beyond sports.
He described the NRL team as a unifying platform for the country, fostering national pride, youth engagement, and economic benefits.
He stressed clearly that the naming and branding of the team, along with the development of a team song, will be a national effort involving public participation.
During the visit, the Prime Minister will also receive important historical documents related to PNGâs journey to independence.
These documents will contribute to national archives and serve as valuable resources for future generations.
The two days visit underscores PNGâs commitment to economic growth, sports diplomacy, and stronger bilateral relations with Australia.

UPNG EARTH SCIENCES DIVISION GETS CONTINOUS SUPPORT FROM OTML
Ok Tedi Mining Limited (OTML) has donated K550 000 which was used to procured 28
desktops, seven laptops, and a 20kVA Uninterruptable Power Supply (UPS) system, for the University of Papua New Guineaâs Earth Sciences Division, that were officially handed over by OTMLâs representatives to the teaching staff and students of the Division, in a small hand-over ceremony on Friday (14 February 2025).
The K550 000 donation was presented in October last year, during the Geoscience Open Day, by OTML.
This was purposely to upgrade the Divisionâs Computer Laboratory for students and teaching staff, following a proposal that was sent to OTML which in return, saw the presentation of funds which covered the purchase, and the set-up and installation of the 28 i7 Acer Desktops, seven i7 Asus laptops, and the Eton 20kVA UPS system.
The Executive Dean of the School of Natural and Physical Sciences, Professor Simon Saulei, express his gratitude on behalf of the University and the School, thanking OTML for their continuous support to the Division, particularly to the students to enhance their learning, and will help the Division to go a long way.
Prof. Saulei said that Earth Sciences is one of the progressive Division in the School of Natural and Physical Sciences, in terms of enticing and collaborating with the partners.
âAt the divisional level, this is working well with Earth Sciences and the partners, but we would also like to progress it to the School so that the School would also play a role in ensuring and managing some of the things that we agree to participate in, particularly with engaging research staff and students in special projects that will help to upscale their skills and qualifications,â added Prof. Saulei.
The Head of Earth Sciences Division, Associate Professor Joseph Espi, said that partnerships and support like this ensures that the Division is of value to all who contributes to the production of quality human capital, especially earth scientists, geologists, and geoscientists.
âIâm so proud in saying that OTML is a nationally owned company that is focused in contributing to ensure that the University produce quality graduates who are industry-ready,â added Prof. Espi.
Representing OTML at the event, the Manager, Mine Technical Services, James Bu, said that with OTMLâs Strategic Goal to expand the mine life to 2050, the strategic partnerships with institutions like UPNG, and other business partners is important to groom and develop future leaders in the mining industry that can bring Ok Tedi forward to 2050.
âWe are also proud to be here to witness the Divisionâs efforts under the leadership of Associate Prof. Espi, and to officially present the desktops and the laptops to the students and staff,â added Bu.
Mr. Bu told the staff and students to take good care of the desktops and laptops, and to also look after the computer lab.
The 28 desktops that were presented to the Division will cater for 22 final year, 20 third year, and 18 second year students, while the seven laptops were presented to the teaching staff.
The Earth Sciences Division, staff and students, are immensely grateful to OTML, under the leadership of Managing Director and Chief Executive Officer, Mr. Kedi Ilimbit, for their kind donation and unwavering support.
They would also like to thank the suppliers, Badonga Tech & Graphics Solutions,
and Stream Tech Knowledge PNG Ltd, for supplying and installing the desktops, laptops, and the UPS.
OTML has been assisting institutions such as UPNG strategically through Employment of Graduates, Undergraduate Tertiary Scholarship, Postgraduate Scholarship, Graduate Development Scheme, Industrial Training of Year 3 Earth Sciences Students, Prizes for the Best Graduate, and Purchase of Teaching & Learning Equipment, amongst many others.

NCD MET SUPT ISSUES URGENT SAFETY ADVISORY FOR WOMEN
Metropolitan Superintendent Silva Sika has issued an urgent safety advisory, particularly for young women and mothers, following the tragic deaths of two women due to horrific gender-based violence (GBV) in Port Moresby, National Capital District (NCD).
Superintendent Sika while interviewed by PNG HAUSBUNG emphasized the need for women to be vigilant in their daily routines, urging them to take extra precautions while moving around the city.
He further warned against taking unnecessary risks, particularly in social settings.
âSafety should always be a priority, whether you are in school, at work, or traveling."
"Be aware of your surroundings, know the people you are with, and avoid high-risk areas."
âIf you are going out, make sure you are with trustworthy people and understand the environment you are entering."
"Be cautious when using public transportation such as PMVs or taxis, and try not to travel alone, especially at night,â he added.
Superintendent Sika highlighted the role of the community in preventing violence, stating that while police are working hard to ensure public safety, individuals must also take responsibility for their personal security.
âPolice cannot always be everywhere."
"We can provide about 60 to 70 percent of the protection, but the remaining 30 to 40 percent depends on the citizens themselves,â he said.
Furthermore, Sika urged families, especially parents, to educate their childrenâboth girls and boysâabout personal safety and the dangers of GBV.
He also called on the public to stay informed through social media, news platforms, and community alerts.
âThese crimes can happen to anyone if they are not in the right place at the right time."
"It is crucial to make informed decisions and avoid situations that could lead to harm,â he cautioned.
âBe aware of what is happening around you. Follow current affairs, watch the news, and stay updated on safety concerns in the city."
Meanwhile, as law enforcement continues its efforts to combat GBV and all forms of violence, Superintendent Sika urged everyone to work together to create a safer environment for women and girls in Port Moresby.

POLICE INTENSIFY SEARCH FOR SOLDIER WANTED FOR MURDER
The National Capital District (NCD) police have intensified their search for a Papua New Guinea Defence Force (PNGDF) soldier who is the prime suspect in the brutal murder of Lina Numbalihi.
The suspect, who was the deceasedâs partner, has been evading police custody since the incident on February 8th, 2025, prompting a widespread manhunt.
NCD Metropolitan Superintendent Silva Sika confirmed that while police have received reports regarding the fugitiveâs whereabouts, they are working to verify these leads before acting.
The Criminal Investigation Division (CID) has been actively pursuing the case, with Superintendent Sika appealing to the suspect to surrender himself to authorities.
Sika emphasized that the police are committed to ensuring justice for late Lina Numbalihi while also guaranteeing the rights of the suspect under the law.
âMy humble request is for him to come forward and surrender at any police station or to the relevant authorities."
"If he fears retaliation from the victimâs family or any other threats, we can assure him of his safety."
Authorities have warned that anyone found harbouring the suspect will also face legal consequences.
âIf he continues to evade arrest and we determine that others are aiding him, those individuals will be arrested and charged accordingly."
While police efforts to capture the fugitive continue, there is growing public and advocacy groups outcry for stronger measures to combat GBV in Papua New Guinea.
The NCD police remain committed to bringing the suspect to justice, urging him once again to surrender.

1 SUSPECT IN BARUNI RAPE & MURDER ARRESTED| UNDER INTERROGATION
The National Capital District (NCD) Police have arrested one suspect in connection with the brutal rape and murder of a woman from Central Province at Watermark Estate, Baruni, in the early hours of this morning.
NCD Metropolitan Superintendent (Met Supt) Silva Sika confirmed this while interviewed by PNG HAUSBUNG.
Met Supt Silva Sika described the incident as one of the most horrific gender-based violence (GBV) cases in the cityâs history.
Met Supt Silva Sika confirmed the arrest, stating that the suspect is currently in police custody and undergoing interrogation.
âWe will ensure that all those involved in this crime are brought to justice. This is a priority case, and our officers are working around the clock to track down the remaining suspects."
Sika emphasized that police are actively pursuing leads to identify other perpetrators involved in the attack.
Investigators believe that the crime was committed by a group, and efforts are underway to apprehend all accomplices.
Police are calling on residents to remain vigilant and cooperate with law enforcement by reporting any suspicious individuals or activities.
Authorities have assured the public that no effort will be spared in delivering justice and ensuring the safety of all citizens in Port Moresby.
Meanwhile, the public is urged to come forward with any information that could aid in the arrests.

CIMC CONTINUES HIGHLANDS OUTREACH| CERTIFIES 35 WARD MEMBERS IN SHP
The Consultative Implementation and Monitoring Council (CIMC) certifies Thirty-Five (35) ward members in Southern highlands on Participatory Budget and Planning Information Workshop in Mendi on February 7th, 2025.
This memorable milestone now equips 35 individuals to take the lead and assist in social development in their local area.
This achievement was thanks to the Consultative Implementation and Monitoring Councilâs (CIMC) collaboration with the Department of National Planning and Monitoring, and Independent Commission Against Corruption (ICAC).
These fine establishments hosted a weeklong information workshop aimed at giving citizens at the ward level an increased opportunity to exercise their constitutional rights to participate in the governance decision making process.
This initiative ensures that ordinary citizens understand which structures and systems to hold accountable demand for corrections for effective budget transparency.
CIMC Executive Officer Wallis Yakam stated that CIMC has been implementing the Budget Traffic Initiative in districts since 2009, to bridge information gaps and help local citizens understand government systems and processes at the district level.
CIMC facilitates engagement with government agencies to educate citizens, enabling their active participation in district development.
Despite the absence of district and provincial representatives, participants appreciated the presence of CIMC, DNPM, and ICAC at the workshop.
A participant, David Wari, emphasized the need for governance and accountability training at the ward level, highlighting that citizens are often excluded from project planning, government services, and annual budget allocations in the province.
The participants are now capable of planning and breaking down budgets for projects, understand procurement and tender processes, manage government grants and funds, and identify corrupt practices, along with knowing how and where to report corruption.
The CIMC was established by the government following the 1998 National Economic Summit to facilitate ongoing dialogue and consultations between the government, private sector, and civil society.
This process ensures the implementation of recommendations made through these discussions.

MEMBERS OF NCD FORCE 10 BUST ROBBERY ATTEMPT
The National Capital District Force 10 busted a total of five armed men after failed robbery attempt.
All five suspects were apprehended by the member of the NCD Force 10 after a failed attempt to rob the 2Fast Motors on February 11th , 2025.
NCD/Central Commander Acting Assistant Commissioner of Police (A/ACP) Benjamin Turi reported that one suspect was shot and wounded while attempting to escape.
The others were captured and are now in custody awaiting charges.
According to Commander Turi, the interrogation has identified the perpetrators were not related or from the same regions.
However, they possess a mutual goal to work together as a team of criminals who scour the city.
Furthermore, Commander Turi said since their establishment two weeks ago, they had recovered stolen motor vehicles, attended to complaints, and did intel driven policing which one of them was the apprehension of the five criminals.
He thanked the members for a job well done in the execution and apprehension of the criminals and wants more of such to be done in the city.

NCD MET SUPT URGES ALLEGED MURDER SUSPECT TO SURRENDER
The National Capital District (NCD) Metropolitan Superintendent, Silva Sika, has urged the alleged murderer of the young woman last weekend to surrender peacefully.
Following the death of the young woman in the nationâs Capital that occurred on the 8th of February 2025, Met Supt Sika, has issued a warning to the suspect to give up and let the law take its course.
Met Supt Sika told PNG HAUSBUNG that the suspect was identified as a member of the Papua New Guinea Defence Force who remains at large.
The father of the deceased is also a long serving public servant member with the PNG Correctional Service Officer.
According to Met Supt Sika, the intimate partner and alleged murderer is nowhere to be found in Port Moresby which is now prompting law enforcement agencies to intensify efforts in locating and apprehending him.
Met Supt Sika has appealed directly to the suspect, urging him to voluntarily surrender to the homicide unit at Boroko Police Station.
He emphasized that while fugitives are actively pursued, it is in the suspectâs best interest to cooperate with authorities rather than evade capture.
In addition, police are now working closely with military police and other law enforcement agencies to track the suspectâs whereabouts.
Preliminary investigations suggest that the victim was murdered by her partner, though a full briefing is still pending.
The case has drawn significant public concern, highlighting the broader issue of domestic violence and violent crime in the city.
Meanwhile, Met Supt Sika reaffirmed the police forceâs commitment to ensuring justice for the victim and her family.
He also called upon the public to assist in reporting any information that may lead to the suspectâs arrest.
Moreover, this case underscores the ongoing GBV challenges in crime prevention and the importance of collaborative efforts in maintaining law and order within the NCD.

NCD/CENTRAL COMMANDER WARNS POLICE TO COMMIT TO DUTIES
The National Capital District (NCD) and Central Province Police Commander acting Assistant Commissioner of Police (A/ACP), Benjamin Turi has extended a warning to police to remain committed in respecting and upholding the police code of ethics.
Commander Turi stated this while condemning the act from a police officer in Madang who behaved in a disorderly conduct last week towards a medical doctor and highlighting similar cases in Port Moresby last year.
He cited a previous case of two NCD police officers who assaulted a doctor at Gerehu Hospital in September last year, which led to their dismissal from the police force.
He further emphasized that this should serve as a lesson for other officers to act ethically and follow the police code of ethics.
âI want the police officers to recite your police code of ethics which is the guide that will lead you to do your job ethically. In every organization, there are set rules and guides that all must follow.â
âIf the police code of ethics says to protect lives and properties, then we do not have to harm other people if the situation does not allow us. We must always try to manage our anger when we approach situations that will provoke us to do something wrong.â
Furthermore, Commander Turi confirmed that the officers were under the influence of alcohol when they committed the offenses and also noted that despite repeated warnings, many dismissed officers had records of misconduct linked to alcohol consumption.
âI urge all police station commanders and section heads to strictly remind officers not to drink while on duty or before reporting to work.â
