The Papua New Guinea (PNG) Immigration and Citizenship Service Authority (ICSA) and the PNG Tourism Promotion Authority (TPA) have signed a milestone Memorandum of Understanding (MOU) to enhance cooperation and data sharing, aimed at boosting the tourism sector and strengthening immigration services. The agreement signed on Wednesday 27th November 2024 establishes a formal collaboration between the two agencies, which share related responsibilities. ICSA facilitates the movement of people, while TPA promotes tourism activities that contribute directly to the local economy. Acting Chief Migration Officer, Mr. Wellington Navasivu emphasized the significance of the partnership, stating that the MOU provides a framework for working together effectively to facilitate the movement of tourists entering and leaving Papua New Guinea. “Unlike the past, when the two agencies worked in isolation and faced various challenges, this partnership ensures better coordination and service delivery,” said Mr. Navasivu. He highlighted that ICSA, as an implementing agency, has already removed visa fees for tourists, resulting in a growing number of international visitors to Papua New Guinea. This increase has had a positive impact on the local economy. Jason Peter, Minister for Community Development, Youth & Religion, led the review of the National Strategy to Prevent and Respond to Gender-Based Violence (GBV) with the aim of putting a stop to this pervasive issue affecting the nation. “Our response to GBV must be comprehensive and immediate. This is a national issue that requires united action. We must act now for the sake of our women, our communities, and our nation’s future," the Minister said, addressing the urgency of GBV. Since the National Strategy to Prevent and Respond to GBV (2016–2026) was introduced, efforts to address GBV have had less notable progress, with persistent challenges remaining. The Minister called for greater involvement from the government and stakeholders, emphasizing the need for collaboration at all levels to create meaningful and impactful change. The development of the National Standard Operating Procedures for Safe Houses and Referral Pathways ensures survivors receives effective support. Minister Peter highlighted ongoing partnerships with civil society, development agencies, and international allies. Present at the event was Ambassador Jongho Choi of the Republic of Korea, who shared insights into his country’s success in advancing gender equality and expressed hope for similar transformative progress in PNG through partnerships like the one with UNFPA. Minister Peter expressed gratitude for partnerships with the Republic of Korea through the Korea International Cooperation Agency (KOICA), stating, “We are working closely with our partners, including the Republic of Korea, to ensure that we can bring real change for the survivors of GBV.” The $5 million KOICA investment has been instrumental in implementing GBV initiatives, ensuring survivors have access to sexual and reproductive health services. Present also during the conference was Ms. Saira Shameem of the United Nations Population Fund (UNFPA), who elaborated on the COICA-PAPUMA project, which strengthens survivor support systems in six provinces: Southern Highlands, Eastern Highlands, Western Highlands, Enga, Morobe, and East New Britain. The strategy now focuses on engaging men and boys in reducing GBV. Ms. Vinzealhar Nen, a member of the review team, emphasized the importance of challenging harmful behaviors and promoting gender equality. “The strategy acknowledges the role of men and boys in reducing GBV. It is crucial that we engage them in these efforts,” she noted. The government's commitment extends to the provincial level, where 17 provinces have developed GBV action plans. Provinces such as East Sepik and Southern Highlands have allocated K500,000 and K200,000 respectively for GBV initiatives over the next four years. Meanwhile, the funding for GBV initiatives has increased to K11.7 million in 2024, and the National GBV Secretariat has mapped out 50 safe houses across 19 provinces to improve operational efficiency and support systems. Looking ahead, K7 million has been committed for 2025 to support over 20 organizations addressing GBV. Grant applications will open next month, and a comprehensive review of the National GBV Strategy is underway. The revised version is set to launch in 2025.

The National Strategy to Prevent and Respond to Gender Base Violence Aims to strengthen the institutional and the work on the GBV to achieve Zero tolerance towards GBV as per the 2050 Vision. The National Strategy to Prevent and Respond to GBV was launched in 2016 to prioritize and coordinate efforts to address GBV across the country. And during the Review of the NSPRGBV (2016 – 2025) Press Conference held yesterday 26th of November at Parliament Haus State Function Room Powes Parkop, Governor of the National Capital District (NCD) and Chairman of the Permanent Parliamentary Committee on Gender Equality and Women's Empowerment calls for more decisive action to address the growing GBV crisis in Papua New Guinea. Parkop pointed out the low prosecution rates, which stand at a concerning 2%, and Papua New Guinea ranking 158th out of 189 countries on gender inequality. The PNG Government 2050 Vision on the Zero Tolerance of Gender Base Violence is far from achieving, with the recent statistics stands as 41% of men have admit to having raped someone and 80% of Women being affected with intimate partner violence (IPV) which is the highest in the world. Parkop said, “Despite years of effort, significant gaps remain. GBV continues to rise, and we must take stronger action now,” And when asked, why haven’t the statistics improved since the launch of National Strategy to Prevent and Respond to Gender Base Violence in 2016? Parkop answered, “There are number of factors that resulted to the lack of improvement but from these factors the main one will be the response by the government regarding funding and active awareness on Gender Base Violence.” This year is the 8th year after the launch of the NSPRGBV in 2016, The review helps the Government, and the people of country become aware of this concerning matter as the year progresses on. Governor Parkop emphasizes the critical importance of addressing Gender Base Violence for the nation’s development. “We cannot progress as a nation without addressing it, GBV hinders gender equality, limits women’s participation in governance, and affects our economy. Sorcery Accusation-Related Violence – SARV is an issue with devastating consequences, especially for women and children in Papua New Guinea (PNG). In this year’s forum hosted by Business Coalition for Women at the Airways Hotel in Port Moresby city on 21st November, the focused was on the alarming rise of Sorcery Accusation-Related Violence (SARV) cases in PNG. The forum brought together leading experts, advocates, and community members to discuss the root causes of SARV, share survivor stories, and develop actionable solutions. On the panel was Concordia Lutheran Professional Mission Services (CLPMS) Project Manager Mr. Anthony Lutz, Chair and President for Advising PNG Women Leaders Network (APNGWL) Ruth Kissam, The Voice of Change Program Support Officer & Human Rights Defender Leentje Be’soer, Melanesian Institute Executive Director Br. Martin, and the Family Support Director Jessie Soi. The forum participants discussed 11 key actions to tackle SARV (Sorcery Accusation-Related Violence). These actions focus on raising awareness, strengthening legal protections, providing medical and emotional support to survivors, and involving the community to prevent future violence. Let us look at these actions in more detail, explained simply. The first action is to INCREASE AWARENESS AND ADVOCACY. This means recognizing that SARV is a serious health problem, and teaching people in communities and workplaces about it. Many people have false beliefs about sorcery, so it is important to teach them the truth. When people understand what is really happening, they can change their attitudes and treat others with respect. The second call to action is STRENGTHEN LEGAL PROTECTIONS. This means making sure the laws are strong enough to protect people from SARV. There should be clear rules to punish those who hurt others because of these false beliefs. It is also important that survivors can easily find help to get justice and support. The third action is HEALTH EDUCATION. Doctors and other health workers need to teach communities about the real reasons why people get sick or die. Sometimes, people wrongly believe someone is using sorcery to cause harm. By teaching people about health and science, we can stop these myths from spreading. The fourth call to action SUPPORT FREE MEDICAL CARE FOR SURVIVORS. People who survive SARV often have many injuries and emotional pain, and they should not have to pay for treatment. Providing free medical care helps them recover and feel safe. PROMOTING SURVIVOR SAFETY is also crucial. Local authorities should create safe places for survivors to stay, away from harm. There should also be ways for people to report SARV cases secretly, so those who need help can ask for it without fear. It is also important to train the people who respond to these reports to be kind and understanding, making survivors feel comfortable and supported. The sixth action is to RECRUIT AND TRAIN COUNSELORS. Survivors of SARV often need someone to talk to and help them heal emotionally. Counselors trained to deal with these specific needs can give survivors the support they need to feel better and rebuild their lives. The seventh action is to ENGAGE MEN AS ALLIES. It is important to involve men in stopping SARV. Men can help by learning about how SARV harms women and standing up for respect and kindness. When men help change their communities’ views, they can stop violence and promote peace. SCREENING MEDICAL APPLICANTS is also important. This means checking that people who want to work as doctors or nurses are not influenced by harmful beliefs like those related to SARV. Healthcare workers should treat everyone fairly and not let personal beliefs affect their care. The ninth action is to EMPOWER WOMEN AS COMMUNITY EDUCATORS AND LEADERS. Women should be trained to teach others about SARV and how to stop it. When women take leadership roles, they can influence their communities in a positive way, spreading the message of respect and helping others understand the problem. The tenth action is to ENCOURAGE DATA COLLECTION. Collecting information about SARV helps us understand how big the problem is and where it happens the most. When we know the facts, we can make better decisions on how to stop it and help survivors. Lastly, PARTNER WITH RESEARCH ORGANIZATIONS. Working with researchers helps us learn more about SARV and how to prevent it. These experts can study the problem and produce solutions based on factual evidence. By using facts and research, we can make sure the actions we take will be effective in stopping SARV. Forum participants emphasized the urgent need for collective action to address this pervasive issue. By implementing these recommendations, PNG can work towards creating a safer and more just society for all Papua New Guineans.

Yasmine also shared an inspiring and fun fact about her sponsorship. She revealed how she acted quickly to submit her requisition form for participation just hours before the deadline. "The deadline by the MBoP to confirm a sponsorship ends by 4p.m, and I sent mine in by 12 p.m. on the same day," she explained. "I honestly didn’t think I would make the cut, but to my surprise, I received a response from management almost immediately. And now, here I am, standing before you, sponsored by DataCo to take part in this amazing pageant." In addition to expressing her gratitude toward DataCo, Yasmine thanked the Miss Bird of Paradise Pageant committee for giving her the opportunity to take part in this year's Pageant. “I am deeply thankful to the pageant for choosing me. This opportunity is not just about me; it is about the cause I stand for,” she said. "I’m proud to use this platform to advocate for the empowerment of others, especially young people and those with disabilities." Yasmine’s participation in the Miss Bird of Paradise Pageant is driven by a deep desire to create positive change and empower others.
