NEPS CONINUE TIRELESS MAINTENANCE AT DIKAGARI ROAD TOKARARA NEPS CONINUE TIRELESS MAINTENANCE AT DIKAGARI ROAD TOKARARA
The Niugini Engineering Procurement and Services Ltd (NEPS) continue to improve the road and drainage channels along Dikagari Drive in Tokarara, Port Moresby. Despite progressive stages today, the project currently faces persistent challenges including the unpredictable heavy rainfall hampering progress and existing service utilities, such as power, water, and sewer lines which often intersect the construction path. NEPS has maintained open communication with residents, conducting on-site awareness sessions, prioritizing safety, including site barricading to ensure minimal community access and minimize hazards. Reflective tapes and signage guide nighttime traffic through excavation zones, improving safety for both workers and commuters. The rainfall has also caused erosion of fill materials and washout at active sites, slowing progress and increasing the need for rework. Work has been driven into late hours to latest 9-10pm. The night construction has continued at the Kumul Training Institute (junction) along the Dikagari Road of Tokarara, to reinforce damaged culverts, drainage and pavements for long term structure. The scope of work includes extensive cut-and-fill operations, reinforced concrete pipe (RCP) installation, and upgrading existing culverts. The area's steep terrain and low-lying depressions required larger drainage systems to handle heavy runoff where the team used 750mm and 900mm pipes to address the chronic flooding concerns raised by the community. The construction team are looking to completed over 1,000 meters of earthworks and drainage installation. The tireless work efforts remain overseen by NEPS Project Engineer Mr. Lawrence Blehe. Meanwhile, the Road maintenance has forced the public transport or Public Motor Vehicle (PMV) Bus 12 in the area to navigate their route into the Rakatani Drive of Tokarara for swift and safe passage for buses and passengers to travel out of the active construction site.

LLG ELECTION NOMINATIONS OPEN TOMORROW LLG ELECTION NOMINATIONS OPEN TOMORROW
Morobe Election Manager Simon Soheke says nominations for the 2024 Local Level Government elections will open on tomorrow Thursday April 24th when the writs are issued. He confirmed preparations are ongoing, but delays in paying Temporary Electoral Workers (TEWs) remains a concern after payments begun on Monday, April 14th. Soheke said this is due to some TEWs not having bank accounts and are yet to be paid. They are still awaiting confirmation from the Bank of PNG for cash payments. He said the Electoral Commission is also preparing for by-elections and the Autonomous Bougainville Government (ABG) elections, which will run at the same time. Polling for ABG will take place in five provinces outside Bougainville, including Morobe. Candidates must pay a K200 nomination fee and lodge forms at their LLG chambers with the original bank deposit slip. Soheke said Assistant Returning Officers (AROs) are yet to be deployed and trained but thanked the Morobe Provincial Administration for its support. He called for National Government funding to be released quickly, saying, ā€œIf the funds come today, we can deliver.ā€

The Emergency order was declared on the Easter Friday, 18th April, 2025 in a statement from the Royal Papua New Guinea Constabulary (RPNGC). The Emergency Order No. 28, targets escalating tribal criminality, particularly the actions of the Sakare tribe, following the recent hijacking of two container trucks at Yonge, Laiagam District. The order responds to a string of brazen incidents, including the theft of over K2.4 million worth of goods in the last 4 years and a series of unlawful acts involving armed robbery of Porgera Ambulance, road sabotage, and the illegal seizure of public assets. All while the Emergency Peace Agreement in Place. A/ACP Tondop, now Controller of the 2024/25 Porgera State of Emergency, declared the Sakare tribe an outlaw group, subject to immediate enforcement unless proven otherwise. To reassert state control, Tondop laid down six decisive orders in the commenced date of Friday 18th April 2025 and ongoing. These directives include; The Sakar leadership is required to surrender all key suspects involved in the recent armed robbery and looting within 48 hours, from 6:00pm on Friday, April 18, to 6:00pm on Sunday, April 20, 2025. ā€œSAKAR TRIBE IS AN OUTLAW TRIBEā€ | PORGERA EMERGENCY CONTROLLER ā€œSAKAR TRIBE IS AN OUTLAW TRIBEā€ | PORGERA EMERGENCY CONTROLLER
In what has been seen as a continuous rebellion of defiance, the Sakare tribe’s systematic acts of criminality have pushed Papua New Guinea’s Law enforcement to the brink. The acting Assistant Commissioner of Police, Commander of highlands Western end and Controller of the Porgera State of Emergency 2024/2025 Joseph Tondop has declared the Sakare Tribe along Laigam to Maip Road an ā€œoutlaw tribeā€. a/ACP Tondop declared this in a recent statement on Friday 18th 2025 issuing the Emergency Order No. 28, following the Sakare tribe’s systematic acts of criminal nature pushing the nation’s Law enforcement to the brink. The Sakare tribe’s recent hijacking of two container trucks carrying essential store goods marks just one episode in a four-year saga that has cost business houses over K2.4 million. This is not random lawlessness. According to a/ACP Tondop it is an organized culture of aggression rooted in clan dominance, where state authority is not just ignored but mocked. A/ACP Tondop’s order is not merely administrative—it’s a statement of a state losing patience. The Sakare have previously stripped a government ambulance, sabotaged key road infrastructure, and resisted law enforcement under the guise of tribal grievances. Their latest demand for the return of a confiscated illegal weapon is absurdly emblematic of this rogue mentality. The Sakar Tribe has now been labelled as an ā€œOutlaw Tribeā€ and its members will be treated as such Facie unless proven otherwise. SOE Controller Tondop has issued six strict directives to settle the continuous unlawful behaviors to expel lawlessness for good. Anyone who fails to comply will be charged and prosecuted, and those who resist or threaten SSF Personnel may be shot without warning. There’s a fine line between tradition and transgression, and in Enga’s highlands, that line has been trampled by fire and theft. That violence and destruction will no longer be tolerated by the state.
